Hi,

Since I doubt many people in this group regularly read the journal
'Nature', I'll note that a pertinent editorial-style story on Kauffman's
recent debate with John Maynard Smith (who is doyen of modelling-minded
biologists) appeared in the 2/16/95 issue, page 555.  The gist of the
editorial is that it was a non-debate - the two were too well-mannered
(indeed, Kauffman was one of Smith's first graduate students about 1960),
and this was unfortunate, because the debate's topic was Kauffman's model
of evolution and how relevent it is to the history of aeons of biological
evolution.  Smith objected that "We still do not know whether, if the
environment were to stay constant, evolution would come to a stop", despite
Kauffman's models and appeals to critical states of complex systems.  Also
noted is that Smith's real objection may be that "You see, Stu, I don't
find it *interesting*" - Kauffman's model is at best a heuristic sketch,
and biologists have also to deal with the real data of biology as found.

	      Advances in Genetic Programming Workshop at ICGA-95

				      and

		     _Advances in Genetic Programming II_
			 to be published by MIT Press


An informal workshop on Genetic Programming is planned for ICGA-95. This
workshop is intended to bring together conference attendees interested in
Genetic Programming in a more informal format to foster discussion and review
the most recent work in the field. The workshop will consist of several
presentations by researchers currently working on various advanced topics in
Genetic Programming.

As with the GP workshop at ICGA-93, an edited book of papers archiving current
state-of-the-art research in Genetic Programming is also planned. This book
will be comprised of papers chiefly from the workshop but will also include
additional original submitted work.

We are currently soliciting submissions both for presentation at the workshop
and for publication in the edited book. Appropriate topics include, but are not
restricted to, the following:

    o Theory of genetic programming
    o Extensions to Genetic Programming
    o Evolution of Modular GP structures
    o Comparisons between Genetic Programming and other techniques
    o Coevolution in GP
    o Novel applications of Genetic Programming

Authors interested in presenting at the workshop and/or being considered for
inclusion to the book should submit an extended abstract describing their work
to one of the workshop organizers listed below no later than June 6,
1995. Abstracts describing work-in-progress will be considered but will be
given a lower priority than abstracts reporting results. Extended abstracts
should be no longer than 3 pages in 12 pt. font, including graphs and
references, when printed. Please submit postscript and/or ASCII via email if
possible, although hardcopies will also be accepted. Abstracts describing work
accepted for presentation at ICGA-95 should NOT be submitted. Please mark your
abstract with the phrase "WORKSHOP", "BOOK" or "WORKSHOP AND BOOK" to signify
your submission's status. All unmarked submissions will be considered for
inclusion to both the workshop and book.

Authors of abstracts tentatively accepted for the book must submit a full paper
describing their work to the editors on or before August 1, 1995.  Authors will
be notified of final acceptance to the edited book on August 28, 1995.
Additional information concerning preparation of the paper for the edited book
will be sent to participants after final acceptance.  Camera ready papers will
be due September 19 with publication in spring of 1996.

Abstracts for both the workshop and the edited book will be selected for their
originality, clarity and contribution to Genetic Programming.

Travel Assistance Information
-----------------------------

The Naval Center for Applied Research in Artificial Intelligence at the Naval
Research Laboratory and the ICGA-95 conference committee has provided a limited
amount of funds for student travel assistance to ICGA-95. Travel assistance
will be granted to those students demonstrating a need and will be limited to
partial compensation for travel expenses to the conference site. No other
expenses will be considered.


Important Information
---------------------

To Receive Travel Assistance:

o Make a formal request for travel assistance funds to the conference financial
  chair. Contact information is below. Email is the preferred method of applying
  for funds. 

o Have your advisor forward a letter (email or fax) to the conference financial
  chair verifying your current status as a student and certifying that
  sufficient travel funds are not available. Please have them include their
  email address for verification.

o Both of these must be sent by May 22, 1995.

o Notification of travel assistance will be sent by 5/29/95. 

o Once you receive notification of a travel assistance award, send confirmation
  to the financial chair that you will attend the conference. Confirmation must
  be received no later than 6/8/95. Unconfirmed travel grants may be reallocated
  to other applicants! 

o Register for the conference as soon as possible! Registering for the
  conference early will increase your chances of receiving funds.


Summary of Important Dates

April 5, 1995:    Notifications mailed to authors.
May 22, 1995:     Request for assistance and advisor letter sent to financial chair.
May 29, 1995:     Notification of travel grants sent to applicants.

Q: My company won't cover my airfare. Can I apply for travel assistance?

o Funds are limited to assisting only students.


Q: When will I receive my travel assistance grant?

o Funds will be distributed at the conference registration desk during
  conference check-in.


Q: How much money will I get?

o Funds will be allocated based on need and distance traveled to the conference
  site (Pittsburgh, PA USA) NOT ON COST OF TRANSPORTATION.  You should make
  your travel plans early so you can get the best deal. Travel grants WILL NOT
  cover the full cost of the travel expenses so that as many students as
  possible can receive assistance. 


Q: If I request travel assistance after the deadline, will I still have a
   chance of receiving funds?

o There is a chance but it depends on how many people who met the deadline
  don't use their travel grants. You will be limited how much assistance
  they were offered. It pays to complete your request early! 


Q: Can I ask for a waiver of registration fees?

o No. Assistance is only for travel costs. ICGA-95 student registration fees
  are among the lowest for a conference of this size. In a sense, all student
  registration is already being subsidized by the conference.

        EVOLUTIONARY COMPUTATION

        Special Issue on
        EVOLUTION, LEARNING, AND INSTINCT:
        100 YEARS OF THE BALDWIN EFFECT

In 1896, James Mark Baldwin proposed that individual learning can
explain evolutionary phenomena that appear to require Lamarckian
inheritance of acquired characteristics. The ability of individuals to
learn can guide the evolutionary process. In effect, learning smoothes
the fitness landscape, thus facilitating evolution. This first aspect
of the Baldwin effect has recently received much attention, especially
for its applications to computational problem solving. In evolutionary
algorithms, local search is analogous to individual learning.
Improvements found via local search change the fitness of an individual
without changing the actual genotype.

Baldwin further proposed that abilities that initially require learning
are eventually replaced by the evolution of genetically determined
systems that do not require learning. Thus learned behaviours may
become instinctive behaviours in subsequent generations, without
appealing to Lamarckian inheritance. This aspect of the Baldwin effect
deserves more attention. Recent work suggests that intuitive abilities
in human language, physics, biology, and arithmetic may be largely
instinctive. The Baldwin effect can help us understand the
relationship between learning and instinct. Furthermore, increased
understanding of this second aspect of the Baldwin effect may enable us
to improve the performance of computational problem solving by hybrids
of genetic algorithms and local search algorithms.

A special issue of Evolutionary Computation is planned for 1996, the
100th anniversary of Baldwin's paper. Evolutionary Computation provides
an international forum for facilitating and enhancing the exchange of
information among researchers involved in both the theoretical and
practical aspects of computational systems of an evolutionary nature.
Papers are solicited that address both theoretical and computational
work related to evolution, learning, instinct and the Baldwin Effect.
Examples of topics of interest include:

 * When is learning advantageous? Learning can facilitate evolution
   by allowing individuals to more quickly adapt to fitness landscapes
   that would otherwise be difficult to exploit; however, the ability
   to learn weakens the selective forces acting on an individual, which
   can slow evolutionary change.

 * When is instinctive behaviour advantageous? Instincts can be fast
   and dependable in a static environment, although they may not
   be able to cope with radical environmental change. Thus the
   trade off between instinctual and learned responses may
   have implications for search and learning in dynamic
   computational environments.

   machinery should be modifiable by experience (local search) and what
   parts should be determined by evolution (genetic search)? For
   network, the genetic algorithm determines the network architecture
   and back propagation determines the network weights. Is there a
   Baldwinian justification for this division of labour?

 * How does learned behaviour become instinctive? It seems plausible
   that, for some learned behaviours, there is no evolutionary path
   that leads to an instinctive replacement for the behaviour. For
   techniques can we use to encourage learned behaviours to evolve into
   instinctive behaviours?

The   workshop   on  Fuzzy  Logic  and  Neural  Networks  in
Engineering,   running   during   the   Seventh   Portuguese

subsection on Neural Networks and Genetic Algorithms. 

This subsection of the workshop will be devoted to models of
simulating  human reasoning and behaviour based on GA and NN
combinations.   Recently   in   disciplines   such   as  AI,
Engineering,  Robotics  and Artificial Life there has been a

The Seventh Portuguese Conference on Artificial Intelligence
(EPIA'95) will be held at Funchal, Madeira Island, Portugal,
between October 3-6, 1995.  As in previous cases  ('89, '91,
and '93),   EPIA'95   will   be  run  as  an   international
conference,   English   being  the  official  language.  The
scientific  program  includes  tutorials,  invited lectures,
demonstrations, and paper presentations. The Conference will

Logic and Neural  Networks,  and  Applications  of  A.I.  to
Robotics  and  Vision  Systems.  These  workshops  will  run
simultaneously (see below) and  consist  of  invited  talks,
panels,    paper    presentations   and   poster   sessions.
Fuzzy Logic And Neural Networks In Engineering workshop  may
last for either 1, 2 or 3 days, depending  on  the  quantity
and quality of submissions.


   FUZZY LOGIC AND NEURAL NETWORKS IN ENGINEERING WORKSHOP

The  search  for  systems simulating human reasoning in what
regards uncertainty has created a strong research community.
In particular,  Fuzzy Logic and  Neural Networks have been a
source of synergies among researchers of both areas,  aiming
at  developing  theoretical  approaches   and   applications
towards  the  characterization  and  experimentation of such
kinds of reasoning.
The  workshop  is  intended to promote the exchange of ideas
and approaches in those areas,  through paper presentations,
open discussions,  and  the  corresponding   exhibition   of
running systems, demonstrations or simulations.
The  organization  committee  invites  you  to  participate,
submitting papers together with  videos,  demonstrations  or
running  systems,   to   illustrate   relevant   issues  and
applications.


                         EXHIBITIONS
                         ~~~~~~~~~~~
In  order  to  illustrate   and   to   support   theoretical
presentations   the  organization   will   provide  adequate
conditions (space and facilities) for  exhibitions regarding
the three workshops mentioned. These exhibitions can include
software running systems  (several platforms are available),
video  presentations  (PAL-G VHS system),  robotics  systems
(such  as  robotics  insects,  and autonomous  robots),  and
posters.  On  the  one  hand,  this  space  will  allow  the
presentation  of  results and real-world applications of the
research developed by our community and,  on  the  other  it
will  serve  as a source of motivation to students and young
researchers.


                   SUBMISSION REQUIREMENTS
                   ~~~~~~~~~~~~~~~~~~~~~~~
Authors are asked to submit five (5) copies of their  papers
to  the  submissions  address by May 2, 95.  Notification of
acceptance  or  rejection  will  be  mailed to the first (or
designated)  author  on  June 5, 95, and camera ready copies
for  inclusion  in  the  workshop proceedings will be due on
July 3, 95.  Each  copy of submitted papers should include a
separate  title  page  giving  the  names,  addresses, phone
numbers   and   email  addresses  (where available)  of  all
authors, and a list of keywords identifying the subject area
of the paper.  Papers should be a maximum of  16  pages  and
printed on A4 paper in 12 point type with  a  maximum  of 38
lines per page and 75 characters per line ( corresponding to
LaTeX article style, 12 pt).  Double sided  submissions  are
preferred.  Electronic  or  faxed  submissions  will  not be

                         ATTENDANCE
                         ~~~~~~~~~~
Each  workshop  will be limited to at most fifty people.  In
addition to presenters of papers and posters,  there will be
space for a limited number of other  participants  chosen on
the  basis  of a  one- to two-page  research  summary  which
should  include a list of relevant publications,  along with
an electronic mail address if possible.  A  set  of  working
notes  will  be  available  prior to the commencement of the
workshops.  Registration  information  will  be available in

Neural networks are now emerging as a major modeling methodology 
in financial engineering. Because of the overwhelming interest in 
the NNCM workshops held in London in 1993 and Pasadena in 1994, 

the third annual NNCM conference will be held on October 12-13, 1995, 
in London. NNCM*95 will take a critical look at state of the art 
neural network applications in finance.

This is a research meeting where original, high-quality contribu-
tions to the field are presented and discussed. In addition, a day of
introductory tutorials (Wednesday, October 11) will be included
to familiarise audiences of different backgrounds with financial
engineering, neural networks, and the mathematical aspects of the 
field.

Instructions for Authors

Authors who wish to present a paper should mail a copy of their 
extended abstract (4 pages, single-sided, single-spaced) typed on 
A4 (8.5" by 11") paper to the secretariat no later than May 31, 
1995. Submissions will be refereed by no less than four referees, 
and authors will be notified of acceptance by 14 June 1995. Authors 
of accepted paperes will be mailed guidelines for producing final 
camera ready papers which are due 12 July 1995. The accepted papers 
will be published in a hard back conference proceedings published 
by World Scientific.  Separate registration is required using the 
attached registration  form.  Authors are encouraged to submit 
abstracts as soon as possible.

The Second New Zealand International Two-stream Conference on Artificial Neural Networks
and Expert Systems ANNES'95 will be held in Dunedin , New Zealand, from 20 to 23
November 1995. The conference follows the successful ANNES'93 conference. It is the
biannual international conference of the ANNES SIG of the New Zealand Computer Society.
It is scheduled to be held after ICONIP'95 (Beijing, 30 Oct - 3 Nov, 1995) and before the
ICNN'95 (Perth, 27 Nov - 1 Dec, 1995). This will give an excellent opportunity for people
from different remote places to visit this region.

CALL FOR PAPERS
Papers must be received by May 30, 1995. They will be reviewed by senior researchers in
the field and the authors will be informed about the decision of the review process by 10 July
1995. The accepted papers must be submitted in a camera-ready format by 20 August. All
accepted papers will be published in the ANNES'95 Conference Proceedings. As the
conference is a multi-disciplinary meeting the papers are required to be comprehensible to a
wider rather than to a very specialised audience. Papers will be presented at the conference
either in an oral or in a poster session. Please submit three copies of the paper written in
English on A4-format white paper with one inch margins on all four sides, in two column
format, on not more than 5 pages, single-spaced, in Times or similar font of 10 points, and
printed on one side of the page only. Centred at the top of the first page should be the
complete title, author(s), mailing and e-mailing addresses, followed by an abstract and the
text. The IEEE Transaction journals LaTex article style can be used. 

TUTORIALS
During the first day - 20 November, conference tutorials will be organized to introduce the
basics of neural networks, fuzzy systems, evolutionary programming, soft computing, expert
systems. Proposals for tutorials are due to 30 May 1995. 

EXHIBITION
Companies and university research laboratories are encouraged to exhibit their developed or
distributing software and hardware products. There will be an additional fee of NZ$50 for
exhibiting products at the conference.

STUDENT SESSION
A student session will be organised. Postgraduate students are encouraged to submit
papers to this session following the same formal requirements for paper submission. The
submitted papers will be published in a separate brochure.

WORKSHOPS
Two-hour workshops will be organised during the last day of the conference. Proposals for
Workshops are due to 30 May 1995. 

VIDEO TRACK
A video session will be organised which will allow participants to display up to 15 minute
films. These should ideally cover applications of expert systems and neural networks to real
problems in Commerce, Industry, Medicine, Agriculture, Government, Education, etc.
