The IEEE Computer Society is seeking applicants for the position of
Editor-in-Chief (EIC) of IEEE TRANSACTIONS ON KNOWLEDGE AND DATA ENGINEERING
(TKDE) for the publication years 2001 and 2002. The EIC is a two-year
appointment by the President of the Computer Society.
Publications are
one of the most tangible services provided to its members by the Computer
Society. Therefore, EICs play a critical role in the success of the Computer
Society.
SCOPE OF IEEE TKDE The IEEE Transactions on Knowledge and
Data Engineering is an archival journal published bimonthly. The information
published in this Transactions is designed to inform researchers, developers,
managers, strategic planners, users, and others interested in state-of-the-art
and state-of-the-practice activities in the knowledge and data engineering area.
It includes well-defined theoretical results and empirical studies that have
potential impact on the acquisition, management, storage, and graceful
degeneration of knowledge and data, as well as in provision of knowledge and
data services. Specific topics include, but are not limited to: a) artificial
intelligence techniques, including speech, voice, graphics, images, and
documents; b) knowledge and data engineering tools and techniques; c) parallel
and distributed processing; d) real-time distributed; e) system architectures,
integration, and modeling; f) database design, modeling and management; g) query
design and implementation languages; h) distributed database control; j)
algorithms for data and knowledge management; k) performance evaluation of
algorithms and systems; l) data communications aspects; m) system applications
and experience; n) knowledge-based and expert systems; and, o) integrity,
security, and fault tolerance.
QUALIFICATIONS AND REQUIREMENTS OF
CANDIDATES Key qualities of the EIC are a good understanding of industry,
academic, and government needs, plus the managerial skills to guide manuscripts
through the editorial cycle in a timely fashion. The EIC must be able to attract
respected experts to his/her editorial board.
Major responsibilities of
the future EIC of TKDE include:
a) Active solicitation of high quality
manuscripts from potential authors, and providing assistance to these authors
(with the help of the IEEE-CS staff) in getting their manuscripts published;
b) Identification and appointment of editorial board members with the
concurrence of the Publications Board;
c) With the help of editorial
board members, selection of competent reviewers for manuscripts, and management
of timely reviews of these manuscripts;
d) Solicitation of special issue
proposals and manuscripts in specific areas;
e) Provision of a clear
board focus through promotion of personal vision and guidance where appropriate;
f) Resolution of conflicts or problems as necessary.
Applicants
should have recognized expertise in the computer science and engineering
community, possess editorial experience, and be able to lead an active editorial
board and to work effectively with technical and publishing professionals.
Applicants must have clear employer support for this activity.
SEARCH
PROCEDURE Prospective candidates are asked to provide a condensed CV in
summary form and a vision statement describing the candidate's vision of the
future of TKDE by March 15, 2000. Following initial screening by the committee,
we will further request a letter of support from the candidate's employer and a
complete CV, due April 1, 2000.
